Mental Health Services Act 2020 - 2023 Three-Year Plan Annual Update for Fiscal Year 2021-2022
30–Day Public Comment Period& Public Hearing Announcement
Mendocino County Behavioral Health and Recovery Services is excited to announce that the Mental Health Services Act 2020 - 2023 Three-Year Plan will be available for a 30-day public comment period from Thursday, August 26 to September 27, 2021.
The document can be viewed on the Mental Health Services Act Website at https://www.mendocinocounty.org/government/health-and-human-services-agency/mental-health-services/mental-health-services-act or by appointment at a Mendocino County Behavioral Health and Recovery Services office: 1120 S. Dora St. Ukiah and 790-B South Franklin Street, Fort Bragg. There will also be a public hearing during the Behavioral Health Advisory Board meeting on September 22, 2021, which will take place online via Zoom at: https://mendocinocounty.zoom.us/j/98557737710 from 10 am – 12 pm.
The 30-day public comment period and the public hearing are opportunities for you to ask questions and provide comments on the MHSA 20 - 23 Three-Year Plan and the programs therein. Comments and questions are collected via email, mail, phone, and verbally during the public hearing. These comments and questions are added to the final draft of the MHSA 20 – 23 Three-Year Plan and responded to formally in the document.

I met with Redwood Taxi. The owners are Andrew and Mike and they wanted to sit down and talk about how they could help meet the additional needs of the community.
I had an MTA Board of Directors meeting. Thankfully they have finally been able to hire some people. They are training and they hope to be able to add busses to better be able to support schools in the very near future. Also Jacob, the Executive Director said that he is working with the City of Ukiah about a possible transit center so I look forward to hearing more about that.
Ted and I had a MCAFD and BOS Meeting regarding funds to fire departments. They were given direction to bring back a plan for the wildland fire fighting needs.

I had the opportunity to meet with Judy Morris the new Deputy CEO. We discussed her former career as a Supervisor and some of the needs of Mendo including disaster preparedness, cannabis and lack of housing.
Ted and I had a BOS Ad Hoc meeting with County and RQMC staff regarding Mental Health Data. We have one more meeting planned and then I hope we will be able to bring the item back to the public through a community meeting and then to take it to the full Board.
I had a conversation with some constituents about the challenges with planning and building. I am going to work with Ted as they are in the 5th District to try and help resolve their issues.
I had a meeting with a few of the folks that led the referendum signature gathering to repeal the Commercial Cannabis Ordinance. We discussed why they didn't like the ordinance and I told them why I had been in favor of many of the changes. I continue to believe that the Board got to some compromises with the ordinance but unfortunately they do not see it that way.
I had the privilege to volunteer for the Leadership Mendocino Orientation. I was technically in the last class which was before/during Covid. I had always thought I didn't need to take Leadership Mendocino because I grew up in Mendo and had traveled all over. In case you haven't had the opportunity yet this is really a beneficial program for anyone that is interested in developing their leadership skills and learning more about the entire county its economy, its people, its history.
On Friday I was running around doing prep for the Ukiah Streetscape Celebration. My granddaughter Teagan (7 months pictured above) helped me deliver historical story boards to the businesses in the Downtown.
On Saturday I started the morning by installing 130 balloons throughout the downtown in honor of the Streetscape celebration. The rest of the day was filled with looking at classic cars, checking out sidewalk sales, the City of Ukiah brought down heavy equipment, and in addition to the historic story boards there were signs about the completion of the project. The day climaxed with the ribbon cutting at noon where the Director of Public Works declared that even though the planter boxes were very nice they were not for RV parking (a joke about an rv that had been high centered on a planter the week before.) The project is not quite complete, the traffic signals still need to be installed so that traffic can flow at maximum efficiency. it was a pain while the construction was ongoing but it turned out beautifully.
On Sunday I spent the afternoon meeting with some folks from the first district regarding PG&E funds and cannabis. Often when people are passionate they send emails or letters that can be misinterpreted so I felt it was best to sit face to face to have these important conversations.

My statement regarding the vaccine mandate for indoor dining.
"I realize that Dr Coren is the Public Health advisor I just want to be clear that businesses should not be the public health police. If you are choosing to move forward with this order it should be made very clear to the businesses what their expectations are for verification and which businesses are affected. Our small businesses are specifically targeted because they are honest and trying to support public health and the economy. This doesn't take in to consideration the people that refuse to cooperate with the contact tracing. Instead of placing this restriction on businesses public health should be encouraging testing and masking while indoors at restaurants and bars. I realize that large cities have been able to implement this policy but placing Mendocino County businesses in this position while surrounding counties have not adopted this policy puts our local residents and their businesses at risk of not being able to survive this roller coaster. I'm not in favor of deviating from the CDPH and CDC guidelines, it creates confusion amongst the public. "

Mental Health clients are being held at the Training Center in Redwood Valley to reduce capacity in the hospital.

September to October is the high season for TOT on the coast.
Policy Recommendations: Consider subsidy for long haul water cost to the coast. Consider TOT allocation to fund program. Monitor use pattern and adjust policy going forward.
Gjerde - recommends we have anyone that receives subsidy commit to expanding storage capacity for future uses
Williams - define where the TOT funds have been received and where they go (over the last decade) and bring back report within 30 days
Rau - only have one qualified hauler that has responded
Haschak - will go to the Willits City Council to see if they can possibly provide water as it will be closer than Ukiah. Stated that Laytonville has offered water as well which is surprising considering that they had a call to action regarding repealing the cannabis ordinance due to lack of water.
McGourty motion commercial at 80% subsidy and domestic at 100% subsidy. Review in 2 weeks. Subsidy is for the long haul.

Williams - Business licenses for selling and hauling water require log, this is where the teeth might be
Mulheren - include cannabis permit in the log to prevent conflict between haulers and cultivators
- Back to the ad hoc: limit water to daylight hours, create a log for water hauling and selling.

Don't micromanage livestock operators, prohibit hauling to unpermitted cannabis operations.
