  • May 2023 Update

    Hi, I’m Mo Mulheren the Second District Supervisor. Each month the Board members submit a written report that updates the other Board members and the community on the work that we are doing. I would also like to use this as an opportunity to share with you all events I’ve attended as well as other updates from our community. May 1, 2023 At the Mendocino LAFCO meeting we discussed the budget and the workplan. It's on the schedule to do a lot of work to update the MSR/SOI’s for Coastal water districts. The MCOG Board Meeting also discussed their budget and that video is available for viewing on YouTube - https://www.youtube.com/watch?v=PHNo9PuxCTM I had a meeting with the City of Ukiah, MCSO and our homeless services re Orr Creek Encampments and how to prevent them this summer. Meeting with Congressman Mike Thompson regarding Lake County and the Potter Valley Project May 3, 2023 City of Ukiah – Sage and Mari; Social media campaign about speeding and summer. Idling around cars campaign. Junior High violence for social media attention, more Public Health attention and Behavioral Health anti-bullying for Mental Health Awareness month. Media literacy program. Stepping Up Meeting – Discussion of Naphcare and the Mental Health components for medication continuation during incarceration and release and follow up; lack of a phone number and address is a barrier for communication when people leave incarceration. Inmates can qualify Medi-cal up to 90 days pre-release. May 4, 2023 Homeless meeting re the abandoned railroad north of the City limits with the Homeless outreach team, MCSO and the Interim Director of the Great Redwood Trail Agency AS MSWMA I have had many meetings regarding the path forward for MendoRecycle 100 Women Strong is an organization that helps support local non-profits. Each quarter over 100 women gather to donate $100 each and chose a non-profit out of three that participate. Its not County related but I wanted to share the info because I think its such a powerful way for non-profits to share about their agency and how small donations can be maximized. https://100strongmendo.com/how-it-works May 5, 2023 The Parks Ad Hoc meets monthly. In May we discussed potential Partnerships/Concession Opportunities/Cooperative Agreements, current and future grants and the parks matrix. Consolidated Tribal Health had a meeting to recognize our Missing Murdered Indigenous Women and People. It was a great community gathering for our tribal partners to share their ongoing concerns over connection with local government. May 7, 2023 I was honored to read at the HAIKU festival. To read current and past entries please visit their website: http://ukiahaiku.org/ May 8, 2023 I attended a meeting in Ukiah with Congressman Huffman for a round table conversation on local issues and the work that he is doing in Washington. You can read more on his website: https://huffman.house.gov/ May 9, 2023 At the Board of Supervisors Meeting we heard the 3rd Quarter Budget report, approved an RFP for Substance Use Services, and repealed the Public Records Request ordinance. May 10, 2023 This year the Board has been meeting in Closed Session on Wednesdays, this has streamlined the meeting day timeline. May 11, 2023 At the MSWMA Meeting we discussed the need for funding for illegal dump clean ups and the current budget as we move forward to transition the agency. At the EDFC meeting we received a presentation by loan recipient Noyo Haulout, its attached for your reference. May 13, 2023 Supervisor McGourty and I organized volunteers to clean up at Mill Creek Regional Park in Talmage I volunteered at the Mendocino College Foundation Gala May 15, 2023 I had the opportunity to attend the New Hire Orientation. Mendocino County offers its employees many great benefits. There are a lot of opportunities for advancement within the agency. I attended the NACo Arts & Culture Commission Meeting The Mendocino County Continuum of Care meets virtually. I attended and watched the presentation by Moriah McGill from Northern Circle Indian Housing Authority May 16, 2023 I had a meeting with Patrick and Julie from SEIU201, I’m very concerned with the way that the Union portrays the County during negotiations does more harm than good. Meaning it harms the reputation of the County as an employer but doesn’t incentivize any additional agreements from the Board. I attended the Wine Country Mix and Mingle and better Homes and Gardens Realty in Ukih May 17, 2023 Russian River Water Forum Planning Group Meeting 1 – if you would like to learn about the Russian River Water Forum please take time to look around the website:  https://russianriverwaterforum.org/russian-river-watershed-overview/ May 18, 2023 Budget meeting with the Fiscal team PCCY- Working with CAHTO Tribe on prevention strategies, currently working with Consolidated Tribal Health Board and other tribes to see if there are more opportunities for collaboration. County Social Services is running Social Media posts for Foster Care Month and flyers, people can apply online with Binti to encourage more people to become resource parents. Recruitment is a challenge for all the agencies for resource parents and they are trying to collaborate to share ideas. May 19, 2023 First 5 Planning Meeting – A planning meeting for the First 5 workplan Great Redwood Trail Round Table Ford Street Project Groundbreaking Indian Creek Concession Options May 22, 2023 General Government Standing Committee Meeting May 23, 2023 Regularly schedule Board of supervisors meeting we approved the recommendation to seek Federal funding for more public e-vehicle charging stations. The Auditor Treasurer Tax Collector brought forward several financial reports that will help increase transparency for the Board and the community and hopefully create a more collaborative experience between her offices and the Executive Office Fiscal team. May 24, 2023 Meeting with Sonoma Water regarding the water resource projects in Mendocino County May 26, 2023 Community Transition Program Community picnic and BBQ (see attached article) May 31, 2023 I attended the Russian River Confluence Steering Committee – the Sonoma County Board of Supervisors has approved their involvement. Supervisor McGourty and I will be bringing an item forward to the Board for discussion.   • June 2023 Update

June 2, 2023 MCAFD/BOS Meeting The Chiefs are working on a proposal for a Fire Warden position and seem to be gaining traction to find the best way to frame a position that can fit the needs of the fire departments. Because tax projections are down there may be a decrease in funding for Sales Tax measures so fire departments should be prepared. It’s not likely that the the Board would support reductions to fire departments. There is discussion of the JPA financial review being turned over to AP Triton. The Parks Ad hoc met and discussed Bower Park grant for storm damage repair, Social Media campaigns for camp hosts as well as rentals and the GSA park update should be coming to the Board in July. MIWPC – Mendocino Inland Water Power Commission Debrief from the Russian River Water Forum meeting, what will the group do if one entity or individual is not interested in signing the Charter, discussion on agreement of the Charter and any changes or ideas that people have. If you want to learn more about the RRWF here is the link to the website https://russianriverwaterforum.org/russian-river-watershed-overview/ June 3, 2023 Volunteer Day at Mill Creek – weed eating, cat tail pruning and painting over graffiti at the restrooms. Pride meeting at Black Oak with Darren to talk about the Proclamation and other Pride events planned in Ukiah June 5, 2023 LAFCO met and approved the budget and met in Closed Session to select legal counsel. I had a Budget prep meeting with the Executive Office Fiscal Team. June 5th is my birthday and starting in 2020 I would do a food drive each year. This year I hosted a Birthday event that included free line dancing aerobics for families and a collection of sports equipment for Ukiah Recovery Center and non-perishables for the Ukiah Food Bank June 6, 2023 Board of Supervisors Meeting Budget hearings; concerns from SEIU about a COLA. Modernization project completed in Environmental Health to make it easier to report in the field. Raising the salaries of Appraisers so that we can keep current with taxes and reduce shocking tax bills as well as increase revenues to the County. Budget hearings will have to use one-time funds to balance this year, need to work with Department Heads to increase revenue and reduce expenses. Aumentum property tax system has hit a turning point and is ready to use the momentum to move forward; next step is final acceptance of the implementation so the list of outstanding items would be completed, and the issues within the program specifically related to issues in the Assessor's office and the final hiccups within the Treasurer-Tax Collector Office. Update from general Services about vehicle mile reduction, energy efficiency and reduction, capital improvement costs and reduction of the County owned fleet. Update from PRRM – Disaster Recovery, OES, Contract and Grants Division to discuss streamlining and project updates. Behavioral Health is in the middle of CALAims reform, and we are not sure how the rates will come down from the State. Public health is maximizing all the dollars from the State available. June 7, 2023 Meeting with the City of Ukiah Mayor and City Manager staff discussing the Orr Creek Apartments and how to better collaborate with County Planning and Building when building projects that have a direct impact on the City of Ukiah. June 8, 2023 MSWMA meeting adoption of the 23/24 budget, discussion of what to do with existing equipment now that the operation is being turned over to the hauler and discussion of remote events and hazmobile for the first two quarters of Fiscal Year 23/24 NACO Veterans & Military Services Committee Meeting had a guest speaker that talked about the mental health of our veterans and how counties could support them with more programming and connection to resources. The Parks Ad Hoc met with the Anderson Valley Land Trust and GSA to discuss ways we could partner. Although the Courthouse is on hold, we are meeting regularly to discuss the area surrounding the downtown with the City and GSA June 9, 2023 I took a tour of the Real Goods property in Hopland with new owner. June 12, 2023 I attended the UCANR UCCE Mendocino Water Position Interviews. I hopped on the County New Hire Orientation to welcome our new team members. Russian River Water Forum Meeting June 13, 2023 Visit Mendocino Meet and Greet at the Thatcher Hotel in Hopland June 14, 2023 Meet and Greet with CPUC Liaison Antoinette Siguenza Children’s Health Committee Meeting a roundtable on reproductive health education, Sexual Wellness and Mendocino Youth. Real Goods Hopland meeting with Planning and Building Inland Water Power Commission Meeting Closed Session Update June 15, 2023 Great Redwood Trail Agency Meeting – We received an update on the General Plan update and the Board approved a brush and trash clean up along the abandoned railroad north of Brush Street to Calpella. Meet with Kate Magrudder to discuss more about myself for her theatrical journalism class. June 19, 2023 Discussion re Measure P Allocations with County and Fire Safe Council June 20, 2023 Board of Supervisors meeting- Employee recognition. Housing conversations about adding more homes to a lot, and reducing the inclusionary zoning code, seeking grants for Brooktrails and Redemeyer Road second access/evacuation routes. June 21, 2023 Great Redwood Trail Eel River Canyon Economic Opportunities Meeting June 22, 2023 Russian River Water Forum Planning Group Water Rights Committee Meeting Meeting with SEIU Local 2015 representative to introduce herself and talk about the work that IHSS workers do in our community. Meeting with local volunteer re the future of Parks. June 23, 2023 Tax Sharing Ad-Hoc follow up meeting with the cities. June 25, 2023 On Sunday I held a Virtual town Hall on Homelessness to go over the presentation to the Board and to hear what is and what isn’t working in our community. If you have ideas let me know. June 26, 2023 GGC – The General Government Committee heard an update from the Cannabis Department. Continuum of Care – You can watch Continuum of Care meetings on YouTube. The Mendocino County Homeless Services Continuum Of Care (MCHSCoC) is a collaborative of over 31 agencies throughout Mendocino County. The MCHSCoC meets monthly in Ukiah. Continuum activities include the Point-in-Time Census and Survey of individuals and families experiencing homelessness, Coordinated Entry, Permanent Housing, and collaboration toward securing and maintaining HUD-funded housing projects for addressing homelessness in Mendocino County. June 27, 2023 Bid Conversion meeting with VMC Civitas Advisors and County Staff June 28, 2023 BHAB in Redwood Valley – I am the Board liaison to the Behavioral Health Advisory Board, we meet monthly. This month we received the Annual report along with the Directors reports and reports from the service providers. We reviewed the service matrix and the outreach plan. There have been three vacancies in District 4 seats since I have been on the Board. The committee to approve the RFP for substance abuse treatment projects was approved, there was discussion about publicizing what is happening with the committee to the public. June 29, 2023 Redwood Region RISE Monthly HRTC Meeting Real Goods meeting with the Building Department County Counsel performance evaluation June 30, 2023 WANB Special Meeting to approve contract with the Executive Director I met with a youth member of our community that wants to create a Youth Council to advise the Board. I will work with staff to see how we can get this started. I also got to Administer an oath for a Board Member for the Children’s Health Committee.   • March 2023 Update

    Hi, I’m Mo Mulheren the Second District Supervisor. Each month the Board members submit a written report that updates the other Board members and the community on the work that we are doing. I would also like to use this as an opportunity to share with you all events I’ve attended as well as other updates from our community. March 1, 2023 I have a regular meeting with the Mayor and City Manager for the City of Ukiah the first Wednesday of the month. Topics vary based on need, if you have questions let me know or visit the City of Ukiah website. The CSAC Rural Caucus meeting focused on water availability throughout the State and the concerns about dam removal during a time when water storage would seem a necessity for water security. I met with the City of Ukiah Human Resources Director to discuss the MSWMA Personnel. LAFCO Agenda Review with the Executive Director. I chair several boards which often means discussing upcoming agendas with the Directors. Adding this as information as to the work that County Supervisors due in the month. I had a meeting with the Mendocino Cannabis Director and Chief Planner about the LJGAP Grant to receive an update. When members of the Board bring an item forward there is often staff coordination, in order to bring my cannabis tax item forward I worked with several departments and on March 1st I had a meeting with Chamise Cubbison and Cheyanne Gordon to talk about the process of bringing the item forward and the workload impact on the department. March 2, 2023 At the regularly scheduled Emergency Medical Care Committee Meeting – Discussion regarding the presentation that was made to the BOS for continued funding for the $1,000,000 in PG&E Funding for the start up of an ambulance JPA. Fire Districts are calling for the completion of the JPA however there isn’t a position at the County that is currently working full time on this project so they are getting through it as quickly as they can. Director Emery is working with the LMSA and using the AP Triton study to try and get to a resolution. Coastal Valley EMS updates about policies. Still working with Calfire and Coastal Valley to complete the CAD Project, just need to finalize the contract. The Tax Sharing Ad Hoc had a meeting with the City representatives, negotiations about a Master Tax Sharing Agreement are currently ongoing and we meet at least monthly and sometimes multiple times a month. March 3, 2023 While MSWMA has been without a Director I have been doing more direct work with the staff, including signing checks etc. Special BHAB meeting to discuss Mental Health Services Act Funding Priorities. The Boards inputs of funding priorities included transportation, Tribal Government, homelessness, Behavioral Health Court, Collaboration, Education & Training, Rapid Re-Housing, Children’s & Youth Services, Evidece-based services, community coordination, communication, critical incident debriefing, re-entry program, active shooter response, dual diagnosis, etc. At the monthly Parks Ad Hoc meeting we discussed the upcoming fees update, an online reservation system, the Parks Matrix, Clean California Local Grant Program, partnering with Visit Mendocino on marketing, and an update on the Low Gap Trail Maintenance by the Ukiah Valley Trail Group, the Mill Creek Park Per Capita Grant, Bower Park Updates and the Indian Creek Caretaker. March 5, 2023 On Sunday we celebrated the Women’s History Event, this year the theme was “Celebrating Women Who Tell Our Stories” and the winners were Dot Brovarney, Sarah Reith and Ellen Weed. March 6, 2023 Mendocino LAFCO named as Chair, approved the out of agency service agreements between the City of Ukiah and the Ukiah Valley Sanitation District for wastewater services north of the City of Ukiah and various other areas. March 8, 2023 Special Board Meeting – Emergency Dec for winter storms Meet with Chamise and Cheyanne regarding Cannabis Business Tax item March 9, 2023 Meet at Sonoma Water re Potter Valley Project and Russian River Confluence and how I can add my support At the EDFC Meeting three businesses received funding and we had an update about the website. March 13, 2023 I had a meeting re Organic Waste Recycling Methods/Processes with General Services. I was provided with the worksheet that showed how much more time was anticipated to implement the organic waste recycling program. The information provided showed the expense for the containers and the custodians very clearly and I agree that $11,214 for containers is reasonable. However, I don’t think that we need to add an additional 30 minutes per day to do this task, if it takes that long I think we should figure out a way to balance other items in the workload in order to accomplish the mixed waste task, adding $100,000+ for the budget annually seems unnecessary. The Directive can be cleared and the expense will be discussed during the Budget approval process. Discussion re new courthouse with Janelle Rau, Steve Dunicliff, Shannon Riley from the City of Ukiah and Kim Turner from the Courts. We set up a regular meeting so that we (the County, can plan strategically for when the Courthouse relocates, and the City of Ukiah is interested in being an active participant due to the changes that will occur Downtown.) March 14, 2023 Mendocino County Board of Supervisors Meeting Approval of the appointees serving on the various Boards and Committees, we couldn’t do this work without volunteers so thank you so much for your service. We approved a grant writing contract for grant writing services, the County of Mendocino has missed out on many grant program opportunities because of lack of capacity this is an important step forward to bringing more funding in to the County. Submitted a grant application for the Carl Moyer Program for Air Quality for $200,000. There were several adjustments to the salary classifications for the Sheriff’s Office, Payroll and Nursing to encourage more applicants and staff retention. $4.5 million in funds for corrective/preventative road maintenance in the Philo and Elk area. March 15, 2023 MMIWP Agenda Item meeting with Hopland Band of Pomo Indians, Mendocino County Missing Murdered and Indigenous Women and Persons, and Consolidated Tribal Health to talk about the agenda item for MMWIP day and what we can do to support native community members. Cannabis Department Check in At the West Center Board Meeting we received a report from Carrie Rogers and Audrey Taylor about creating a Business-Friendly Environment and Capacity Building for Economic Development. See attached presentation March 16, 2023 Visit Mendocino Update on programs Homeless Conversation about outcomes and challenges County Parks Ad Hoc and Visit Mendocino met to discuss opportunities for Visit Mendocino to partner with the County on advertising of our parks, to create signage and way finding to match the new branding and successes that have worked with other partnerships. March 17, 2023 Workforce Alliance of the North Bay received a report about the Regional and Local Plan and a dashboard update. (See attached) I attended the Historic Plaque dedication at Better Homes and Gardens Realty Meet at Black Oak Coffee with Cannabis Cultivators about permitting system March 19, 2023 Community Walk – Leprechaun Leap March 20, 2023 New Hire Orientation – Board Welcome NACO Arts and Culture Meeting First 5 Commission – at the First 5 meeting we reviewed and update the budget and approved a bilingual bonus policy for staff. March 21, 2023 Discussion re Potter Valley Hydroelectric Facility with PG&E and gate opening due to seismic concerns at Scott dam. This is very concerning to both the environmental community and those that rely on water further downstream. Internal Tax Sharing Meeting March 22, 2023 I attended the DEI Training at the Behavioral Health Center with Department heads LAFCO Executive Committee Meeting to discuss the upcoming budget March 23, 2023 MSWMA meeting to discuss the City of Ukiah taking over the agency as the General Manager and Ukiah Waste Solutions becoming the service provider. Tax Sharing Ad Hoc meeting with the Cities IWPC Special Meeting to discuss whom the members of the Russian River Water Forum should be, I will be the alternate with McGourty taking the lead from the County March 24, 2023 Meet re Skunk Train and the future Great Redwood Trail Meet re Cannabis permitting streamlining March 25, 2023 Congratulations to Mendocino College on their Anniversary Celebration March 27, 2023 GGC Meeting 832 Active AG Numbers (Applications for the Cannabis Program), 4Leaf Contract has been on Boarded and will be trained on 3/28-29, 2023. DCC Meeting on Friday, streamlining of the environmental to the State with the Appendix G going to the State would be the LJAGP funds could be used for an EIR that would be to the benefit of the State by the extension of the provisional permits for a year while that process is under way. The State would look at the Humboldt model with site specific review. Direct grants would likely be on hold for now, but the funds could be used for the environmental review and the contract planners. What the streamlining looks like will depend on what the Board decides they want to take out of or leave in the ordinance. Mendocino County Food Policy Council to discuss 2023 priorities and how to recruit more members to be active in keeping local food local March 28, 2023 Board of Supervisors Meeting Authorize a joint venture with the City of Ukiah for potential conversion of the Ukiah Low Gap Regional Park Tennis Courts to Pickleball courts, place a ballot measure on the March 5, 2024 Ballot to extend the collection of an abandoned vehicle abatement fee, receive an update from EKI Environment and Water and set priority water projects, Resolution to approve the addendum to the previously adopted mitigated negative declaration to provide clarity on the tree removal prohibition, clean up outdated Directives. February 1, 2023 Meet with the City of Ukiah -the first Wednesday of the month I meet with the city manager and deputy city manager of the City Of Ukiah. Topics include homelessness, traffic, improvements, and upcoming events and important topics. City Of Ukiah recently received a grant for some traffic signal improvements on Perkins, goby and Main Street, those projects are expected to be incorporated in the next fiscal year for circulation improvements. At the Stepping Up Committee we discussed the most productive use of this meeting time and received a report out from Naphcare. February 2, 2023 Meet with the Grassroots Institute Re the funds from the PG&E account for Climate Resiliency. Update meeting with McGourty, Antle and Pauli re DWR grants and studies that are ongoing for the water resources from the Scott and VanArsedale dams. February 3, 2023 Attended the regularly scheduled MCAFD meeting in Anderson Valley, discuss storms, Ambulance JPA and building permits. Parks Ad Hoc is meeting monthly, we discussed the upcoming fees updates, how to partner with different agencies, a marketing partnership with Visit Mendocino and received updates on Capital Projects. February 5, 2023 Veterans Day Parade Planning Meeting February 6, 2023 Internal Tax Sharing Meeting Meet with Barry from Mendo Grasslands and Yokayo Ranch around cannabis concerns. February 7, 2023 Board of Supervisors Meeting Presentation regarding the Mendocino County Emergency Services Agency and the work being done as well as updates regarding projects approved for PG&E funding.  The JPA is getting closer but there are still reports to review and the legal documents to prepare, but it is moving forward. Working on getting more active on Facebook, Instagram and LinkedIn. Limiting Flavored Tobacco is having a budget impact on First Five budget. Raise and Shine has been having a lot of activity, working on improving the First 5 space as people are stopping in to see if there are resources for them. HOPE Training (Health, Outcomes for Positive Experiences) has launched and is available for local agencies. Will be adding Agendas and Minutes in Spanish and having a Zoom caption in Spanish for more inclusion. West Center Board Orientation February 28, 2023 Board of Supervisors appointed various individuals to boards and committees as we do every month, Proclamations for Black/African American History Month and Women’s History Month, approve an agreement with 4Leaf for cannabis contract planning. Provide funding for homelessness services to Mendocino County Youth Project, Unity Village and Manzanita Services. I had a meeting with members of SEIU to discuss wages, processes and housing. At the Stepping Up meeting we discussed meeting less frequently in 2023 as things seemed to be flowing quite smoothly now. November 4, 2022 MCAFD – Measure P update; Need to show how the individual districts will benefit. Discussion of how will the Fire Agencies be impacted by the Great Redwood Trail, JPA for ambulance services waiting for documentation and will meet after Thanksgiving to continue the conversation. Attended the NACO High Performance Leadership Academy Attended the Native American Heritage Day in Pomo Plaza at Mendocino College November 5, 2022 I had the opportunity to Volunteer at Taste Mendocino a tourist destination event where people were able to come taste local beverages and foods. It was great to see all of the people visiting our community and enjoying what we have to offer November 6, 2022 I was a volunteer judge for the Sips, Eats & Sweets event for CASA. I think this is my 6th year. It’s so great to see this organization get such great community support. You can check out what CASA does on their website and consider volunteering: http://mendocinocasa.org/volunteer/ November 7, 2022 LAFCO – We received the second workshop for the City of Ukiah and Ukiah Valley Sanitation District MSR (Municipal Service Review) and SOI (Sphere of Influence). The City and UVSD are proposing the same SOI and have an agreement to continue to work on efforts to ensure that consolidation and annexation do not harm either agency. Tax sharing is going to play a critical role in these annexations in the future, the committee is actively discussing possible locations to make sure there is a plan for services. The workshop was heavily coordinated by all three agencies LAFCO, the City of Ukiah and Ukiah Valley Sanitation District. CSAC - Women’s Leadership Meeting; election of two new Co-Chairs. Discussion of a Women’s Leadership CSAC Institute class specifically for women in County Leadership positions. Finding employees when there is no housing is an issue that’s rising to the top for many of the Counties. I brought up questions about annexation and tax sharing and asked anyone going through the process to please contact me. CSAC Workshop: Water Summit & Agriculture, Environment and Natural Resources (AENR) Committee Meeting: Working Together Towards Solutions – coalition building and innovation a requirement in our current times. We can’t rely on snow fall and rain. It’s either drought or flood and we have to be prepared . Unfunded mandates At the CSAC meeting I attended the grants meeting Opening meeting: Homelessness has to be a priority along with all of the other things that will be voted on. Accountability, roles and responsibilities and sustainable funding for all levels of government on homelessness are the only way we can succeed. Breakfast meeting Executive Credentialed Government and finance committee – Brown Act Legislative Update from the Orange County Counsel; disruption, remote teleconference, hybrid meetings should either continue or not member can only miss three meetings and there has to be an emergency circumstance or just cause as as provided by legislature Health and Human Services- First 5 can expect to have a 15-20% decline in revenue due To tobacco settlement funds and the passage of Prop 31. There needs to be a committee to talk about alternative funding sources Care Court – only 9,000-12,000 people would meet the criteria. People in active addiction as their primary mental health barrier do not qualify. November 21, 2022 Update with Neil Davis from the City of Ukiah on Day of Giving game plan Meeting with Ukiah re Annexation and Tax Sharing November 22, 2022 Attended a Tax sharing internal meeting with County staff and Supervisor Gjerde November 24, 2022 Every Thursday I have a note in my calendar to post job announcements on socials. We have many open positions and I would love to see them filled. You can follow me on Instagram and Facebook at @mo4mendo November 25, 2022 My oldest daughter Kasie and my granddaughter Teagan and I spent some time spreading holiday cheer with the candy cane poles on State Street. November 28, 2022 I attended the second Mendocino County Food Policy meeting. This is an opportunity to revive an initiative to ensure more access to local food. Please let me know if you are interested in this and I will send you an email of the most recent agenda (it doesn’t yet have a current website). November 29, 2022 I was grateful to represent the County of Mendocino for the Giving Tuesday Initiative. I worked with community volunteers and we cleaned up trash in the Orr Creek and Doolan Creek corridors. I commented that in my role as Supervisor I love the policy work but there is also something inspiring of getting out and getting your hands dirty, side by side with the community and see the work right before your eyes. I’ve included some pictures at the end of the report. I attended a virtual meeting titled; Hybrid Working:Workplace Culture & Accessibility Best Practice’s for Local Governments. We’ve learned over the last few years that Hybrid and work from home can work for some local government positions and its important to balance those positions with those that can’t for equity. November 30, 2022 I met with the consultants for the Great Redwood Trail to have an Informational Meeting. As you know the Master Planning for the Great Redwood Trail has officially kicked off and there is a consultant team in charge of planning. There is also a new website where you can provide feedback. December 1, 2022 Meet with Visit Mendocino and constituents for a conversation about Air B&B Emergency Medical Care Committee – JPA discussions are progressing now that documentation has been received from a majority of the parties December 2, 2022 BOS/MCAFD in Anderson Valley to discuss local fire and EMS issues including when the Measure P tax funds will be received by the departments, ongoing challenges receiving permitting information, etc December 6, 2022 At our BOS Meeting we received an update from Assemblymember Jim Wood and approved side letter agreements with the SEIU1021, County of Mendocino Management Association, Department Head Association and Teamsters 856 (Probation, Public Attorneys) December 7, 2022 Meet with City of Ukiah re updates on projects related to homelessness, the recruitment for the new Police Chief and commissions and committees including appointing a City Council Member to the Library Advisory Board a role I continued to serve after my term on the Council but a Council member will take over that role after the new year. Tax Sharing conversations continue we had an internal meeting with DOT about what a tax sharing agreement and annexation might look like for the budget and workload for our local roads. I attended the outgoing Mayors Reception at the City of Ukiah to offer congratulations on the retirement of outgoing Mayor Jim Brown. December 8, 2022 I had a meeting at the General Services Agency to learn more about their role and discuss the space needs analysis and what next steps the Board can look at to reduce liability and deferred maintenance December 9, 2022 Tax Sharing conversation Internal meeting with Undersheriff Brewster from the Sheriffs Office to discuss how an annexation would impact the Sheriffs Office call time and resources I attended a meeting about the “Ukiah Walks” and a plan to update the tiles. The project will need to wait until spring but if you are interested you can find the maps on UkiahValleyTrails.Org I attended an internal Broadband Planning meeting to discuss strategies for 2023 and how County IT should be positioned in the conversations at the State December 12, 2022 The General Government Committee discussed the Legislative Platform and Cannabis. December 13, 2022 At the Board of Supervisors Meeting we approved agreements with SEIU1021 and the Management Association. We honored our team members with 15-40 Years of Service with the County and cleared referrals from ad hocs and directives. December 14, 2022 I attended the Ukiah Main Street Program Meeting to find out about events and economic development in Downtown Ukiah I had Meeting with HR to discuss the challenges I faced when submitting a test application through the only portal. December 15, 2022 The tax sharing conversations continue with Supervisor Gjerde and myself and the CEOs office and fiscal staff. I attended the Greater Ukiah Business and Tourism Alliance End of the Year Event where volunteers received recognition and we received a report about the events of 2022 and the focus of 2023. December 16, 2022 We had a meeting of the Workforce Alliance of the North Bay, we previewed the new app to help job seekers. As the Great Redwood Trail Agency Master Plan has started, I have had several interviews with the consultants to talk about the section in Ukiah and what next steps to Redwood Valley and Hopland could look like. I attended the Mendocino County Farm Bureau Open House December 19, 2022 I was named the Interim Chair of LAFCO today, we approved the MSR (Municipal Sphere Review) and SOI (Sphere of Influence) for the City of Ukiah and Ukiah Valley Sanitation District Great Redwood Trail Closed Session I attended the First 5 Commission Meeting as the alternate representative. I was able to ride along with staff from the City of Ukiah to present the Let It Glow awards to houses that decorated their houses with lights for the holidays. December 20, 2022 Each year I do Food Drive for the Ukiah Food Bank for my birthday in June and at Christmas. So I went to about a dozen houses and gathered non-perishable items from their porch to donate to the food bank. It was my honor to go to LAFCO to sign the Resolutions that we approved on Monday. Funds expensed so far for the PG&E Settlement include 17 MCSO patrol cars, funding directly to 22 fire agencies, Fire Training Structures, funding to the Mendocino County Fire Safe Council and Coastal Valley EMS, Funding to Country roads in the area of the 2017 fires and support for IT and Planning &Building Services. Measure P passed thanks to the voters our Fire Departments will have an additional source of funds. The Board voted to increase the minimum wage of Mendocino County Employees to $17.42 Through LAFCO we were able to approve the UVSD and City MSR and SOI updates The Crisis Residential Treatment Facility is officially open, and the Psychiatric Health Facility is under design build. We were able to find additional funding to build a new wing of the County jail. And I participated in the creation of an Overdose pilot program with Behavioral Health and Public Safety. October 1, 2022 I went to Willits to do a Clean-up in Brooktrails at Dogwood Terrace. There weren’t any large trailers, so I worked to haul out three pick up loads of bagged to the transfer station. October 3, 2022 Meet with a constituent about upcoming cannabis agenda items. I don’t usually reference meeting with constituents, but I wanted to use this as a reminder that I am available to help navigate department concerns or questions if you need assistance. MSWMA site visit with Mayor Brown and the City of Ukiah staff and C&S Waste to determine what the needs of the location would be for a new contractor. October 4, 2022 Board of Supervisors Meeting The Board of Supervisors received a report from the Behavioral Health and Recovery Services Regarding Status Report of Activities Related to the Mental Health Treatment Act Citizen's Oversight Committee Projects and Programs. The Measure B Committee has approved several projects with taxpayer dollars related to Mental Health including the Behavioral Health Regional Training Center, the Crisis Residential Treatment Facility, NAMI Mendocino has taken on the role of informing the community about Mental Health/Overdose and stigma reduction. Fort Bragg Crisis Respite: RCS was provided access to the new facility this last week. The RCS construction crew is underway on the remodeling of the office to create a place for the Crisis Respite Program, the Medication Support Program, the Crisis Outpatient Program and the Adult Mental Health Outpatient Program. Remodeling is expected to take approximately 8 to 12 weeks. The Mobile Crisis Response Team Pilot - Three full time staff responding seven days a week 8 am - 6:30 pm, Sunday-Wednesday 8 am – 8 pm. o FY 22-23 YTD Call Responses: 175 o Call responses September 2022: 37 Mental Health Treatment Act Audit - The audits for periods 7/1/2019 – 6/30/2020, 7/1/2020 – 6/30/2021, and 7/1/2021 – 6/30/2022 were completed. A copy was provided to the Measure B Committee and was also included in the Measure B June 22nd agenda materials. The Mendocino County Auditor-Controller is expected to attend the next Measure B meeting to provide an overview and explain the audit results. Psychiatric Health Facility – Nacht & Lewis, AECOM, and county staff have been meeting regularly on the demolition, design, construction, and programming requirements for the Psychiatric Health Facility at Whitmore Lane. The Board voted unanimously to approve an agreement with Public Risk Innovations, Solutions and Management (PRISM) Joint Powers Association for membership in the PRISMHealth Program for the purpose of purchasing fully funded healthcare plans and membership in the PRISM Employee Benefits Program for the purpose of purchasing a self-funded dental program and other fully insured programs and insurances for employees and their eligible dependents, estimated to be $17,894,807 in calendar year 2023, effective January 1, 2023 through December 31, 2025; allow automatic annual renewals thereafter until such time as the Board directs the Chief Executive Officer or Designee to withdraw from the pool; and authorize Chair to sign same. This is a conversation that has gone back and forth with previous Boards and Unions over the years that the County had a self-funded Health Insurance Program. This change will help keep a consistent cost for both the employees and the County for Health Insurance. Per Board Direction Planning and Building will bring forward recommendations regarding tiny homes in Mendocino County. October 5, 2022 Mendocino County Second District Supervisor and Mayor Brown meeting with the City manager. Each month I meet with the City of Ukiah team members and the Mayor to discuss any cross jurisdictional issues. Discuss the Developer Fee Proposal that the Ukiah Unified School District will be voting on with Deb Kubin, UUSD Finance Representative, Supervisor Glenn McGourty and Tyler Nelson a UUSD Board Member. I attended the Stepping Up Meeting with Behavioral Health Staff, Jail Staff and Mental Health Contractors to work to smooth the process for mental health patients being released from the jail. The Tax Sharing Ad Hoc met with the Executive Office to discuss a possible allocation of property, sales tax and TOT. There are more scenarios that need to be accounted for before a plan is brought forward to the Board. October 6, 2022 I had the honor this week of volunteering to judge the Ukiah High School Homecoming. Those kids worked so hard and it’s a great opportunity to learn team work and time management responsibility. This is my last month of the NACO Leadership program. It has been challenging to find time to do the course work but its also been very enlightening to learn about my leadership style and how to incorporate that in to the County. RCRC Legislation Call-In Session October 8, 2022 I met at the Willits Justice Center with Supervisor Haschak and Elora Babbini from the Mendocino Cannabis Department to discuss what the layout of the department would look like at the WJC. October 12, 2022 I attended the Ukiah Main Street Program meeting, for Downtown promotions in the City of Ukiah. I attended the Visit Mendocino Wellness Meeting to learn more about how Visit Mendocino is incorporating our wellness businesses in to their marketing campaigns. RRWA/RWQB Lunch Meeting Update; As the Chair for the Russian River Watershed Association I meet regularly with the Vice-Chair and staff of West Yost and the Regional Water Quality Control Board. At our lunch meeting we had a discussion of the current event calendar and relative updates. Andy let us know that there will be a revamp of the carbon-free gardening program which will include Spanish videos in advance of the February event. I want to encourage a remote location in Mendocino County if its hybrid as many of the people that are interested may not be able to join from their homes. We discussed how important it is that all of the Russian River conversations between the Confluence, the Water Users Forum and the Watershed Association are cohesive. October 13, 2022 I met with IT to do a Dell All in One training for the new computers in chambers. October 14, 2022 I had the opportunity to attend the Yokayo School Career Day to speak about my journey from Insurance Agent to City Council Member and Board of Supervisor. October 15, 2022 On Saturday morning I was up bright and early to assist with Pumpkin Fest Vendor Load In. I love this event and happy to carry on this tradition I attended the Redwood Valley Calpella Fire Appreciation BBQ October 16, 2022 I worked the ID and Ticket table at the Greater Ukiah Business and Tourism Alliance wine and beer garden at the Pumpkin Fest October 17, 2022 The General Government Committee met for the first time re Cannabis. This provided a less formal opportunity with more time for the cannabis community to be heard and discuss policy decisions. October 18, 2022 At the Board of Supervisors Meeting we voted to “temporarily close” Dogwood Terrace. We had the Cannabis appeals discussion, and discussed dead and dying trees. October 19 – 21, 2022 I attended the CALafco in Newport Beach. This was a great opportunity to learn about LAFCO and upcoming legislative changes. October 24, 2022 I attended the First 5 Commission Meeting as the Boards alternate. We received an update on branding and projects. October 25, 2022 Meet with constituent to discuss challenges with the Planning and Building Department. I don’t usually reference meeting with constituents, but I wanted to use this as a reminder that I am available to help navigate department concerns or questions if you need assistance. I met with some community members about the Potter Valley Project and the need for public education to inform the Board of Supervisors and community about how this water source affects both Mendocino and Sonoma County. October 26, 2022 The Behavioral Health Committee met in Willits. Hybrid Meeting planned for Ukiah in November. Contracts with the ASO have been reviewed with the Contracts committee. Directors Report from Dr Miller that new staff for behavioral health and substance use is being added regularly.
